Arunachal to have own Forest Act

Itanagar, Oct 08: Arunachal Pradesh which follows the Assam Forest Regulation Act (AFRA), 1891, will enact its own Forest Act to protect virgin forests and flora and fauna in the state, Principal Chief Conservator of Forests B S Sajwan and Principal Secretary Environment and Forest said today while addressing a press conference here at Arunachal Press Club.
"We are serious about framing our own forest laws to protect the state’s biodiversity," Sajwan told the media persons. Without divulging the timeframe by which the act would be ready, he said "It will be a time taking process and we will have to discuss the pros and cons with stakeholders before framing the laws."
To a question on impact of construction of hydro power projects in the state on environment, Sajwan said that the ministry of environment and forest conducted Environment Impact Assessment before giving approval to any project.
On the Forest Protection Force and Special Tiger Protection Force which was approved by the state assembly recently, the PCCF said "The Centre has sanctioned a STPF company especially for Pakke Tiger Reserve in East Kameng district and has agreed to bear all the expenditure.
"We are also going to submit a similar proposal soon for Namdapha Tiger Reserve in Changlang district," he said. Sajwan also informed that Arunachal will participate in XI conference of parties’ convention on Biological diversity (COP11) which begins today at Hyderabad. On 18th October Arunachal team will make various presentation highlighting rich biodiversity and culture of state. The team led by Bamang Felix, chairman, Arunachal State Medicinal Plant Board includes Chief Conservator of Forests B S Sajwan, officials of medical plant board, community based groups. The delegation comprises of 25 people.

ITANAGAR, Oct 08: In a dramatic move, nine legislators of Arunachal Pradesh Legislative
Assembly —four from All India Trinmool Congress (AIT) and five from Nationalist Congress
Party (NCP) -
Four AITC legislators out of total five, who have joined INC, are Tapuk Taku of Seppa East Assembly Constituency, Tani Loffa of Seppa West A/C, Karya Bagang of Chayangtajo A/C and Kamthok Lowang of Khonsa East Assembly Constituency. The five NCP legislators, who have switched their loyalties to INC include Alo Libang of Tuting Yingkiong A/C, Ralom Borang of Mebo A/C, Bamang Felix of Nyapin A/C, Techi Kaso of Itanagar A/C and Jomin Tayeng of Dambuk A/C.
With the joining of nine legislators in INC, the total strength of the ruling Congress Party rose from 46 to 55. Four MLAs of People’s Party of Arunachal (PPA) had already joined Congress in February.
Bharatiya Janata Party (BJP) has three legislators in the house of 60 besides an independent candidate.

Social service conducted in flood affected area
Pasighat,Oct 08: A mass social service was organized at flood affected GTC area in Pasighat, East Siang district under the initiative of Oni Panyang, president 38 East, Arunachal Youth Congress (AYC).
The main agenda of the social service was to extend help to flood affected people in their resettlement and clean the area.
Panyang appealed one and all to extend their helping hands to the affected people in the hour need.
“As a human being, it is our moral duty to extend help each other at the time crisis,” he said

DC calls for judicious use of fund
SEPPA, Oct 08: East Kameng deputy commissioner Tope Bam asked the executing agencies for judicious utilization of fund sanctioned for construction of 15 schools in the district without compromising on quality.
Addressing a review meeting of the district level monitoring committee on SSA at his office hall recently, Bam asked the BRCs and CRCs to monitor the work progress in their respective jurisdiction to ensure quality. He cautioned of unannounced checking by the authority.
Talking on absenteeism by teachers, the deputy commissioner said that strict action
would be initiated against all absentee teachers. He directed the BRCs and CRCs to
inspect the schools regularly and to maintain assets and inventory register of each
school of their jurisdiction properly to avoid duplicacy of funding from various
sources for the same purpose. Deputy director of school education (DDSE) Kata Rangmo
while presenting the progress report under SSA, informed that Rs 22 lakh each was
sanctioned for 15 schools under EGS school upgradation programme in 2011-
Vijoy Sonam , DPO Cum Secretary NES advocated that any proposal of schemes related to school should come from DDSE whether it be BADP,MACP, in order to do away with duplicacy . He was also of the view that joint verification of works and tours among officers of various departments were required.

ITANAGAR, Oct 08: The actions taken by Department of Power and Hydro Power Development to address the power crisis in Pasighat township in particular and East Siang district in general are not at all adequate and people could not keep themselves assured on mere assurance only, said 38th Pasighat East Assembly Constituency MLA cum Education Minister Bosiram Siram today while addressing a Pasighat power crisis meeting held in his office chamber at Itanagar today.
The meeting was attended by S K Saxena, Secretary (Power), Er. T Mara, CE, Power, Central Zone and Er. Atik Miyu, SE (HPD).
Siram, being an elected representative of the constituency, while expressing his concern for the people of the constituency said that acute and prolonged power crisis has brought the normal activities to all sections of people to a virtual grinding halt and the present power crisis has become more serious and critical due to heavy incessant rainfall and natural calamities. He also conveyed the anxiety of the common people to Chief Minister Nabam Tuki and Minister (Power) Tanga Byaling. Meanwhile Pasighat Peoples’ Welfare Committee (PPWC) has also conducted a general meeting at Pasighat today regarding the power crisis issue in East Siang district.

PPWC Chairman Okom Yosung said the entire district is completely reeling under darkness since September 19 last but the government did not take any initiative to improve the power crisis in the district.

Field test kit training programe begins in West Kameng
ITANAGAR, Oct 08: With objective to impart basic knowledge and generate awareness among the Gram Panchayat members and Village Water and Sanitation Committee (VWSC) members on safe drinking water, a month long mass training programme on handling of field test kit (FTK) organized by Public Health Engineering Department (PHED) Bomdila under National Rural Drinking Water Programme (NRDWP) was kicked off at Singchung under Singchung Block in West Kameng on 3rd October last. The mass training programe will continue till 18th November and will cover the entire blocks of the district. More than fourteen Gram Panchayat, three members each from respective gram panchayat and VWSC members under Singchung block took part in the training programme.

Daporijo, Oct 08: The District Administration and the celebration committee for the 4th State Level Youth Festival 2012 held a joint meeting here today at the Rijo Conference Hall, Daporijo to chalk out strategies and review the preparation for successful celebration of the festival from October 26 to 28.
The meeting was chaired by Larbin Nasi, Chairman of the Celebration Committee, Daporijo and attended by Deputy Commissioner, Supdt. of Police, PRI members, HoDs, public leaders and presidents and secretaries of the Bazar Committees and Colonies of the area.

Training on potato cultivation to flood hit farmers of Barbeel
ITANAGAR, Oct 08: Krishi Vigyan Kendra (KVK), Momong, Lohit conducted a training programmes on “Scientific cultivation practices of Potato including True Potato Seeds (TPS)” for the farmers of Barbeel Village on October 6.
The subject matter specialist explained in details on scientific cultivation of Potato from tubers and seeds (TPS) for higher production.
Discussions were also held on types of manures and fertilizer to be used, cultivation practices, nursery management for TPS. The farmers were also imparted the necessary training on management of commonly occurred disease and pests and controlling measures through audio visual presentation.
The training would be immensely beneficial to the farmers as many standing crop fields of many villagers were destroyed by the recent flood. The surviving crops particularly rice, ginger, vegetables are also facing disease and pests attack after the flood.

Soil erosion threatens existence of Lumpo Upper Primary school
ITANAGAR, Oct 08: Incessant rain over the last few weeks has plays a spoilsport in the compound of the Govt. Upper Primary School, Lumpo in the foothill areas of East Siang district.
The soil erosion triggered by incessant rain caused severe damages to some portions
of the boundary wall and a teacher quarter. But the concerned department and administration
are yet to take any corrective steps. “We had already submitted the damage report
along with photographs to the A.D.C, Nari and also urged him to depute an inspection
team for the spot verification, but till now, no any initiative has been taken” said
headmaster of the school. He, however, admitted that after repeated pleas, Nari
A.D.C had visited the spot but did not give any assurance for corrective measures.
Students, teaching staff and the villagers conducted social service to prevent

ITANAGAR, Oct 08: A SPT teacher quarter kitchen house of government primary school Pinte under Mengio block of Papum pare district was reportedly burnt down to ashes on 3rd Oct last around 4.pm. ACCSJAC submits memo to Capital DC
ITANAGAR, Oct 08: All Capital Complex Sectoral Joint Action Committee in a representation to Deputy Commissioner, Capital Complex, appealed him to initiate cases of land regularization in capital complex immediately as approved by cabinet in June last.
The committee further urged the concerned authority to recommend for issuance of various certificate including PRC, ST, Death and land certificate to sectoral committees of capital complex.

Free medical camp at Menchuka
ITANAGAR, Oct 08: The Arunachal Scouts reached out to the people of Menchuka town yesterday to provide much needed medical assistance.
A medical team of 356 Fd Hospital comprising three medical officers, including a specialist and a dental surgeon along with support staff provided free medical and dental check up to the patients. The doctors also provided some important general health tips to the people to avoid some common diseases. Awareness campaign on drug abuse
ITANAGAR, Oct 08: In a noble initiative, Apatani Career Guidance Forum has conducted a free workshop on career options after Class X and XII cum awareness campaign on drug abuse at government higher secondary school Ziro on Saturday. Attending the programme deputy commissioner Lower Subansiri Taru Talo advised the participants to avail advantage of the workshop. He also suggested youths to refrain from unwanted activities like drug abuse. Large number of resource persons including Dr Babam Budh Deputy Director APSACS, Dr. Amit Triparty Department of Zoology RGU, Moji Riba, Hod Mass Com RGU, Dr. Nani Tamang Jose Dy Registrar RGU and Dr. Tage Tada Chairman Apatani Career Forum delivered lecturers on drug abuse and other subjects.
PCDC appeals for infrastructure development fund
ITANAGAR, Oct 08:The Puroik Colony Development Committee (PCDC) organized a social service by repairing a hanging bridge over Papu River (Stream) near Puroik Colony, Naharlagun.
The Development Committee also urged the State Government to sanction sufficient fund for construction of motorable bridge, footpath and drainage system around the Colony. It also reminded the local MLA of his assurance to provide Rs.1 lakh for construction of the hanging bridge during Gumkum Gumpa Festival celebration last year.
‘Bandh passes off peacefully
YINGKIONG, Oct 08: The 12 hours bandh called by the Upper Siang District Students Union at the district headquarters, Yingkiong passed off peacefully today.
There was no report of any bandh related incident from anywhere. All the business establishments, shops remained closed and private and commercial vehicles were off the road during the bandh period. Schools holding examinations were exempted from the bandh purview.

ITANAGAR, Oct 08: Appreciating the dynamic leadership of AAPSU president Takam Tatung, Rajiv Gandhi University Scholars Forum (RGUSF) in a release said that the Forum has no intention to defame the name of AAPSU and its leaders.
“How can we defame the name of AAPSU,” the Forum said adding “We respect AAPSU and its constitution and salute the former leaders for their dedicated service.” The Forum further said that it is also strongly voicing against flow of money in AAPSU election and discouraging it.
While reacting to the AAPSU statement Oct 3, the Forum, however, reiterated that the AAPSU president had made ‘insulting remarks’ against post graduate students in its federal assembly held recently. The Forum said it has just expected a word of regret from him for his remarks.

What happened to Chief Minister Talent Award Schemes?
Dear Editor,
Though your esteemed daily, I want to ask state government, what happened to Chief Minister Talent Award Schemes? In completing of 25 years of statehood our state government launched CBSE Class X and XII Topper Awards Schemes. As a topper of Dibang valley district I am waiting for last one year and half to get that award. We had already submitted our required documents in month of March 2012 at planning department Office, Itanagar. But till date there is no news from concerned authorities. If state government cannot afford such prizes, why they are issuing statement and giving commitment in news papers, magazines etc. The students of other district have got their prize in May month but we have not got yet. These types of partiality hurt our sentiment and emotion. Is Dibang Valley not a part of Arunachal? Therefore, I urge state government do not show partiality in any district as a citizen of country or state we have right to get what other district gets.

Bandh call not a solution
Dear Editor,
Through your esteemed daily I would like to make an appeal to the local M.L.A. of Doimukh constituency to find an amicable solution to the ongoing impasse regarding the shifting of Greenfield Airport. My appeal also goes to the BCIF, not to resort to bandh call. Being an intellectual forum you should try to call for a mass gathering between the local representative of the government i.e. M.L.A. and the general people of the area in a common platform. Bandh is no way a solution to the problems but a peaceful talk can really prove effective. Please go for a peaceful face to face talk instead of blaming and abusing each other. We the common people will surely appreciate if you do so.

Dear Editor,
Through your esteemed daily, I would like to draw the attention of authority concern regarding stacking of binding news paper of reference section in the Directorate of Public library, govt. of Arunachal Pradesh. I visited the reference section of Public Library on 5th October 2012 around 10am for searching very important documents which was published a year ago i.e in the year 2010. I was surprised to see that the binding books cited above were kept in a very improper manner. It took me around two hours for searching the same and still I couldn't found the same. I went back home with utter disgrace and disappointment. Hence, I request the authority to advice the officials / officers to keep the above books in proper manner for the convenience of the esteemed readers. I hope that necessary action shall be taken with immediate effect.

Open letter to Banderdewa Circle Intellectual Forum and state Govt

The word intellectual itself explain the working style of any party, groups, NGOs and other association. The intellectual works keeping in mind the interest of society in general. But I am particularly confused with Banderdewa Circle Intellectual forum (BCIF). First of all being from Banderdewa circle, their jurisdiction is within Banderdewa area only. But it is noticed that during recent bandh call even places like Gumto and capital complex got affected which is not good. Some sections of society may be supporting them but working style of BCIF will lead even those supporters to leave them in future.
